बाढ़ सिर्फ एक चरम मौसम की घटना नहीं है, लेकिन आंशिक रूप से प्राकृतिक और आंशिक रूप से मानवीय है | इस पर चर्चा करते हुए बाढ़ प्रशासन के लिए इस वक्तव्य का महत्त्व समझाए "बाढ़ प्रशासन के फोकस को बाढ़ के प्रकोप वाले इलाकों में राहत के बजाय समुदायों की क्षमता निर्माण पर करना चाहिए "
